Barry Wellar is a Full Member, Canadian Institute of Planners, and a Registered Professional Planner (Ontario). He is qualified as an expert in transportation planning and land use planning, and has been retained for hearings and consultations involving land use and transportation matters (e.g., plan amendments, planning proposals, re-zoning applications, zoning amendments, road widenings, intersection modifications, transportation system performance measurement, roundabouts, and integrated land use planning and transportation system planning). He has also been qualified in Ontario and Saskatchewan as an expert on duty of care and standard of care matters involving pedestrians as well as motor vehicle operators and motor vehicle operations, and Wellar Consulting Inc. has been retained for a number of civil actions. In addition, Dr. Wellar is certified by the GIS Certification Institute as a GIS Professional (GISP).
